Introduction This memorandum prepared jointly by The Kenya Human Rights Commission, Katiba Institute, Transparency International Kenya, The Institute for Social Accountability and PAWA 254 seeks to give input on the Public Finance Management (COVID-19 Emergency Response Fund) Regulations, 2020 that establishes the COVID-19 Emergency Response Fund.
